UK Parliament’s Upper House Gives Genocide Determination Bill a Second Reading. Good news for survivors and victims. Bad news for perpetrators of the Apex Crime “… the Bill is not actor or territory specific; it is about the crime above all crimes and our willingness to make a reality of the intentions of the 1948 convention on the crime of genocide.” Now the Government needs to provide Parliamentarians with the time to put this Bill onto the Statute Books.
