To ask His Majesty’s Government whether they will use the visit of the Foreign Secretary to Beijing and Shanghai (1) to raise concerns about the Safeguarding National Security Ordinance in Hong Kong, in particular its extraterritoriality clauses and its application to Hong Kongers in the UK under the British National (Overseas) (BNO) visa scheme, and (2) to raise concerns about China’s and Hong Kong’s non-recognition of the BNO passport. The Foreign Secretary visited China on 18 October and raised serious concerns around the implementation of the National Security Law and the ongoing treatment of British national Jimmy Lai, again calling for his release.
