Lord Goldsmith of Richmond Park:

The Joint Analysis of Conflict and Stability (JACS) report is an internal document and will not be published. The JACS was commissioned to develop a cross-Whitehall understanding of the drivers, dynamics, triggers and resilience for conflict, insecurity and instability in Ethiopia and the implications for UK interests and priorities. It is being used to guide the cross-Whitehall approach to supporting peace and stability in Ethiopia and prevent human rights abuses and violations as a result of conflict.
